The Arizona 2004 official general election ballot
instructs voters to use a black ballpoint pen. The ballot
specifically asks voters not to use a felt tip pen. However, the early
voting instructions that came along with the ballot asks voters to use a
No. 2 pencil! This shows it doesn't take high-tech computers to
give users poorly-written and inconsistent instructions!
